About this file

This is a demonstration criteria and scoring document for the Easement Management System (RR27-102) request for proposals issued by the State of Utah Division of Purchasing, conducted by the Veteran & Military Affairs (VMA) division. The solicitation seeks a vendor to create a comprehensive Easement Management System capable of managing the VMA's 300+ military protection easements and land restrictions. Qualified vendors who achieve a minimum score of 420 points in the technical evaluation phase will be invited to provide individual demonstrations lasting one hour. The demonstration represents Stage 3 of the evaluation process and carries a maximum of 200 points toward the final award determination.

The demonstration evaluation is structured around three primary criteria totaling 200 points: Geospatial Capability & Asset Inventory Management (75 points), requiring vendors to demonstrate interactive mapping, batch data ingestion of legacy spatial and tabular files, heads-up digitizing capabilities, and direct linkage between spatial boundaries and landowner documentation; Temporal Monitoring, Field Workflows & Esri Integration (75 points), requiring demonstration of native Esri ArcGIS integration, mobile field inspection tools, monitoring visit tracking with status indicators, and automated notifications with audit trails; and Funding Tracking, Reporting & Dashboards (50 points), requiring vendors to demonstrate financial tracking across multiple military funding sources including DoD REPI, Sentinel Landscape, and NRCS/USDA programs, conservation purpose classification capabilities, role-based dashboards with export functionality, and secure public-facing map publication. Combined with the technical evaluation phase worth 600 points, the total scoring mechanism allows for a maximum of 800 points, with the highest-scoring responsive and responsible vendor eligible for contract award.

Attachment F- Demo Criteria and Scoring

RR27-102

VMA Easement Management System Thank you for applying for the Veteran Military Affairs (VMA) Easement Management System request for proposals and for being willing to provide a demonstration of your product. In the demonstration you will be given 1 hour to present your solution. There are three major points that we would like to see as detailed below with considerations that we would like addressed in the demonstration.

CRITERIA 1: Geospatial Capability & Asset Inventory Management (75 Points):

Demonstrate how your solution centralizes the mapping, administration, and initial ingestion of UDVMA’s 300+ military protection easements and land restrictions.

Interactive Explore Map & Data Migration: Show an interactive map with aerial/topographic basemaps. Demonstrate batch ingestion of legacy spatial/GIS files (shapefiles/KML) and tabular data.

Heads-Up Digitizing & Drafting: Walk through creating a new easement boundary directly on the map via heads-up digitizing or spatial file upload.

Landowner & Document Association: Show how spatial boundaries are directly linked to tabular landowner details, legal deeds, survey agreements, and site photos.

CRITERIA 2: Temporal Monitoring, Field Workflows & Esri Integration (75 Points):

Demonstrate how field staff capture monitoring assessments, track compliance, and integrate with mobile mapping tools.

Esri Integration & Mobile Field Use: Demonstrate native integration with Esri ArcGIS, Survey123, or ArcGIS Field Maps for mobile/tablet field inspections.

Monitoring & Visit Tracking: Walk through recording an inspection visit, showing status tracking (Contact Attempt, Scheduled, Completed, Overdue) and compliance findings (No Concerns, Minor Concern, Potential Violation).

Notifications & Audit Trails: Show automated reminders/notifications for upcoming/overdue monitoring and demonstrate the system’s robust audit logging for changes.

CRITERIA 3: Funding Tracking, Reporting & Dashboards (50 Points):

Demonstrate reporting engine capabilities, financial tracking across complex military funding sources, and multi-tier access.

Acquisition & Cost-Share Funding Tracking: Show how the system tracks acquisition and cost-share dollars by source (e.g., DoD REPI, Sentinel Landscape, Army REPI, NRCS/USDA, NFWF), partner, and military installation.

Conservation Purpose Classification: Filter and report easements by conservation values (e.g., military incompatible-development buffers, wildfire fuels, Great Salt Lake ecosystem, wildlife corridors).

Role-Based Dashboards & Public Map: Display executive dashboards with "By-the-Numbers" visualizations, export capabilities (.csv/.xls), and show how a restricted subset of data is safely published to a public-facing map.
