About this opportunity
The Oregon Department of Education issued a Request for Information (RFI) on January 30, 2026, to identify dyslexia-related training opportunities for inclusion on an annual approved list to be distributed to school districts by June 15, 2026, and posted through June 15, 2027. This RFI seeks training vendors addressing three focus areas: understanding and recognizing dyslexia, using evidence-based practices for systematic and explicit reading instruction, and intensifying instruction for students with severe reading difficulties. Vendors may submit training covering one, two, or all three focus areas, though teachers completing training must collectively address all three content areas. Submissions must comply with the knowledge and practice standards of the International Dyslexia Association and align with Oregon Administrative Rules OAR 581-002-1800, OAR 581-002-1805, OAR 581-002-1810, and OAR 581-022-2440, which implement ORS 326.726 requiring each school district to ensure at least one K-5 teacher per K-5 school receives dyslexia-related training. The RFI submission deadline is March 16, 2026, at 3:00 PM PST, with clarification questions due by March 6, 2026, at 5:00 PM PST to Sarah Thorud at sarah.thorud@ode.oregon.gov. Vendors must submit all responses using the Oregon Department of Education Dyslexia-Related Training Vendor Workbook, a returnable Google Sheets document, and responses will be evaluated by an Evaluation Committee based on evidence demonstrating that all required components and criteria are met. Vendor approval status notifications will be issued by June 1, 2026, and vendors are responsible for all costs associated with preparing and submitting responses.
This RFI does not result in contract awards; rather, selected training opportunities will be included on an approved list from which school districts will directly contract with and pay vendors for training services. Current vendors approved in previous years do not need to respond to this RFI and will instead receive a Renewal Form by March 14, 2026, to certify continued implementation of previously approved training versions by May 14, 2026. The RFI document does not specify set-aside designations or restrictions on the types of organizations that can respond, nor does it reference disadvantaged enterprise requirements. No specific award values or budget ranges are provided in the solicitation materials. Vendors responding to this RFI must complete a Disclosure Exemption Affidavit if they wish to claim exemptions from public disclosure for information contained in their proposals under Oregon's Public Records Law and the Uniform Trade Secrets Act. All submissions require completion of the standardized vendor workbook to enable systematic comparison of training offerings, vendor qualifications, pricing structures, delivery methods, and implementation timelines across proposals.
