About this opportunity

The City of Detroit, Office of Contracting and Procurement is soliciting qualified General Contractors and Moving Companies to establish a Multiple Award Schedule (DSS Schedule 7) for Moving and Relocation Services through a Request for Quote and Qualifications (RFQQ). This indefinite delivery, indefinite quantity contract will serve authorized City of Detroit departments on an as-needed basis, with usage not guaranteed. The scope of services includes internal moves within buildings or between adjacent facilities, external moves utilizing enclosed trucks for transport, mixed moves, modular furniture installation and reconfiguration services, and related logistics support. Respondents must demonstrate at least two years of municipal experience and provide three relevant past-performance references from the last five years, along with three years of audited financial statements if available. The evaluation criteria include experience, staff and vehicle capacity, references, pricing submitted on a firm-fixed-price basis, and quality control procedures. Awards will be made to responsible contractors offering the best value. Proposals may be submitted at any time until 12 months prior to contract expiration; the solicitation opened on May 25, 2024 and closes on May 25, 2029. Respondents must submit required documentation including the Combined Certificates of Authority, Affidavit of Disclosure of Interests, Non-Collusion Affidavit, Reference Form, proof of Income Tax and Account Receivables Clearance, and organization charts with resumes for key personnel through the Supplier Portal at www.detroitmi.gov/supplier. All questions must be submitted through the Supplier Portal, and the primary contact is LaTonia Stewart-Limmitt, City Buyer, at Limmittl@detroitmi.gov or (313) 224-4600.

This procurement is designated as open and non-set-aside with no incumbent preferences noted. Contractors must maintain Worker's Compensation insurance with Michigan statutory limits, Commercial General Liability insurance with combined single limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability insurance with minimum combined single limits of $1,000,000. The contract term is five years from the award date, with an option to extend for an additional five-year period at the City's discretion, contingent upon acceptable performance, current insurance, and approved set-aside goals. Price increases are limited to three per contract period, with aggregate increases not exceeding 3 percent of original unit prices, and may only be requested after 120 days and prior to 60 days before contract expiration. Payment terms are NET 15, with freight costs billed to the seller under the lowest cost carrier method and FOB Delivered shipping terms. The maximum order limitation for the five-year contract period is $6,430,000. Late or emailed bids will not be accepted, and the City of Detroit retains the right to evaluate proposals and award contracts without negotiations.
