About this opportunity

The California Department of Technology (CDT), acting on behalf of the California Department of Motor Vehicles (DMV), is conducting a Request for Information (RFI) for the International Registration Plan (IRP) Maintenance and Operations system. The procurement seeks a vendor to modernize and maintain the DMV's existing IRP system, with key objectives including improving application processing times, addressing system limitations, and implementing necessary code modifications and legislative changes. The current system, implemented in 2007, operates on a mainframe environment using Java/COBOL and CICS, with data stored in a Legatus Solutions/mCarrier database on DB2. The vendor will be required to provide comprehensive system maintenance, help desk support, and develop a solution that can process approximately 150,000 applications annually, supporting a carrier base of at least 35,000 fleets with up to 4 vehicles per fleet. The RFI requires vendors to submit detailed feedback on 88 mandatory system requirements, including technical specifications, security features, payment processing capabilities, and integration with existing DMV systems. Responses are due by March 21, 2025, at 12:00 p.m. PT, to be submitted via email to Senior Procurement Official Nicole Delgado.

The solicitation does not explicitly mention any specific set-aside designations or restrictions on respondent types. The existing system interfaces with multiple DMV systems, including the Vehicle Registration Master File, Accounting Financial System, and Master Receipt process, which will require careful integration by the selected vendor. The current system is accessed via web browsers by both external businesses and internal DMV employees, with one Personnel Year integration architect allocated within the DMV's Information Systems Division to support the implementation. While specific budget ranges are not detailed, the RFI includes a Rough Order of Magnitude (ROM) questionnaire requesting vendors to provide one-time implementation costs and annual maintenance costs. The contract is anticipated to be a three-year term, with the vendor responsible for providing a full suite of services compatible with existing DMV legacy systems, including hardware, software, and network capabilities. The implementation approach must minimize disruption to existing DMV operations and consider constraints such as physical space limitations, internet connectivity, and staff training availability.
