About this opportunity
The State of Oregon Department of Administrative Services, Procurement Services (DAS PS) is issuing a Request for Proposals (RFP) #S-10700-00010098 to establish Agreements to Agree (ATA) for Diversity, Equity, Inclusion & Belonging (DEIB) Services. The procurement seeks to create a pool of qualified service providers to offer comprehensive DEIB consulting services for state agencies and Oregon Cooperative Purchasing Program (ORCPP) members. Scope of services includes consulting, training, facilitation, and strategic planning across multiple DEIB domains such as readiness assessments, cultural audits, technical assistance, equity action planning, leadership development, and accessibility evaluations. Proposers must demonstrate expertise in customizing DEIB services, measuring effectiveness, and overcoming engagement barriers. The evaluation will assess proposers' experience, staffing, technical approach, and capabilities across service categories, with proposals divided into small, medium, and large business classifications. Proposals are due by May 31, 2024, with contract awards anticipated in September 2024. The initial Agreement to Agree term is two years, with options to renew, and DAS PS has delayed the Notice of Intent to Award until approximately October/November 2024 due to the high volume of proposals received.
The procurement strongly encourages participation from certified disadvantaged businesses, specifically targeting minority-owned businesses (MBEs), woman-owned businesses (WBEs), service-disabled veteran-owned businesses (SDVs), and emerging small businesses (ESBs). Proposers must complete a Certified Disadvantaged Business Outreach Plan, detailing steps to solicit certified firms for potential subcontracting opportunities. While pricing will not be scored, proposers must submit detailed rate structures for consulting, training, and strategic planning services, with rates to be maintained at or below specified levels. The total estimated contract value is $10 million over a 10-year period, though DAS PS does not guarantee any specific sales volume. Vendors selected will be required to pay a 2% administrative fee on total gross sales and submit quarterly sales reports. The procurement allows for the use of subcontractors, with a specific Subcontractor Sheet requiring detailed information about any proposed subcontractor firms. Successful proposers will establish agreements that enable authorized purchasers to issue individual Service Order Contracts for specific DEIB service needs.
