About this opportunity

Oregon Department of Human Services (ODHS), Office of Resilience and Emergency Management, is soliciting applications through Oregon Department of Administrative Services Procurement Services for multiple pre-incident Price Agreements for disaster human services supporting wildfire response, stabilization, and recovery, with applications due January 31, 2027 at 3:00 P.M. PST. Applications are accepted continuously until that closing date, and ODHS anticipates review and approval approximately 60 calendar days after receipt. The RFA encourages participation by Oregon COBID-certified small businesses, including disadvantaged, minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses, but it is not a set-aside. Applicants that foresee subcontracting must complete the COBID Outreach Plan (Attachment D), which is not scored.

Scope spans three tracks: Community Human Services Support, including resource navigation, referrals, outreach, basic casework, and emergency assistance; Human Services Network Coordination, including asset mapping and resource coordination; and Individual Assistance Implementation and Disaster Case Management, including assessment, recovery planning, and case coordination. Flexible Funds administration and Training and Capacity Building are optional capabilities. Applicants must meet minimum qualifications for their selected tracks through narrative responses limited to two pages. The application packet includes signed Attachments B through E. The questionnaire emphasizes experience serving culturally specific, linguistically specific, rural, and Tribal populations. Applicants must identify primary service areas by county or Tribal jurisdiction and state willingness to serve outside them. Required insurance includes commercial general liability, automobile liability, and workers' compensation. All employees, volunteers, and subcontractors require background checks. Pay Equity Compliance Certificates apply to contracts exceeding $500,000 or applicants with 50 or more full-time workers. Price Agreements of $150,000 or more require certification of a written sexual harassment prevention policy under ORS 279A.112.

No funding amount, incumbent, or minimum or maximum work volume is stated; services are ordered only through executed Services Request Orders. Rates are negotiated after selection, and ODHS negotiates only Exhibit A (Statement of Work, Payment Provisions, and Special Provisions). The RFA anticipates an initial term through June 30, 2028, with potential extensions subject to written amendment. The sample agreement instead lists June 30, 2027 expiration with extensions for up to seven years total. Invoices are submitted monthly within ten calendar days of service completion, and payment follows within 45 calendar days via Electronic Funds Transfer. Lodging and per diem bill at GSA rates, while travel within the contractor's Primary Service Area is presumed included in service rates unless an SRO authorizes otherwise. Either party may terminate for convenience or cause on 30 days' notice.
