About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Oregon Department of Administrative Services, Procurement Services (DAS PS) for Diversity, Equity, Inclusion, and Belonging (DEIB) Services. The addendum modifies several sections of the RFP, including minimum qualifications, proposal submission requirements, scoring criteria, and contractual terms. Key changes include reducing the minimum experience requirement from 5 years to 3 years, increasing the email size limit for proposal submissions, adjusting the scoring allocations, and revising the sample agreement. The RFP seeks to establish Agreements to Agree (ATA) that will allow state agencies and members of the Oregon Cooperative Purchasing Program (ORCPP) to access a pool of qualified DEIB service providers. The initial term of the ATA is two years, with options to renew.
Regarding pricing, the Price Proposal will not be scored, but it may be used as a criterion in the award of individual Contracts under the ATA. Proposers are encouraged to offer their best prices, including for any subcontractors. The total estimated value of the contract over a 10-year period is $10 million, but DAS PS does not guarantee any specific sales volume. The procurement encourages participation from certified minority, women, emerging small, and service-disabled veteran-owned businesses.
