The procurement seeks a qualified vendor to provide comprehensive commuter services including carpool and vanpool matching programs, Park-and-Ride operations, a Guaranteed Ride Home program, express bus monitoring, and call center/customer service support via web-based platforms and a toll-free number. The vendor must establish and operate a dedicated South Florida Commuter Services office within 60 days of contract execution and maintain required staffing including a Project Director (minimum five years' experience), Marketing Manager, Program Administrator, First Mile/Last Mile Planner, Special Activity Coordinator, Marketing Coordinator, and Customer Service Representatives. Optional services, authorized solely through Letters of Authorization, may include planning studies, marketing campaigns, pilot projects, and bicycle and pedestrian safety outreach. Deliverables include an Annual Work Plan due by July 1 each fiscal year and Quarterly Progress Reports due within 15 days after each quarter ends, with financial penalties of $1,000 for the first day late and $500 per day thereafter. The evaluation process awards 100 points for technical proposals, 100 points for oral presentations, and 25 points for price proposals, with a minimum technical score of 70 required for responsiveness. Key deadlines include proposals due February 19, 2026, at 10:00 AM via email to D6.Purch@dot.state.fl.us; technical proposals publicly opened March 6, 2026, at 2:00 PM; oral presentations on March 17, 2026; and price proposals opened April 1, 2026, at 2:00 PM, with an intended award decision by April 13, 2026.
The RFP does not specify set-asides for disadvantaged enterprises or restrictions limiting organizational types from responding. Vendors must be registered in MyFloridaMarketPlace by the technical proposal opening date and submit an electronic W-9 form to the Florida Department of Financial Services. General liability insurance with minimum limits of $200,000 per person and $300,000 per occurrence, plus $200,000 property damage per occurrence, is required. The total maximum contract amount is $13,232,814.00 over the five-year term (May 1, 2026, through June 30, 2031), consisting of $362,349.00 for the partial FY 2026 and $2,574,093.00 annually for FY 2027 through FY 2031, distributed across compensation categories including salary costs ($7,458,952.00 maximum), Guaranteed Ride Home services ($713,150.00 maximum), marketing and advertising ($3,060,712.00 maximum), and a lump sum allocation ($2,000,000.00) for field office and other expenses. The contract is contingent upon annual legislative appropriation, and all pricing must be submitted on an hourly rate basis for each job classification.
