About this file
This is Addendum No. 1 to a Request for Proposal issued by the Florida Department of Transportation (FDOT), District Six Contracts Office on February 12, 2026, clarifying requirements for the District 4 and 6 Commuter Services project (DOT-RFP-26-6200EG). The addendum provides answers to seven questions submitted by prospective proposers and establishes specific formatting and submission requirements. Technical proposals must include a Management Plan (maximum 2 pages), Technical Plan (maximum 5 pages), Work Plan (maximum 2 pages), and resumes (maximum 2 pages per staff member). The addendum clarifies that a Performance Bond is not required for this project, nor is a letter from a surety company. Proposals are due February 19, 2026, at 10:00 AM via email to D6.Purch@dot.state.fl.us, with technical proposals publicly opened March 6, 2026, oral presentations scheduled for March 17, 2026, and price proposals opened April 1, 2026, with an intended award decision by April 13, 2026. The contract term runs from May 1, 2026, through June 30, 2031, with renewal options not to exceed three years or the original contract term.
The addendum provides historical performance data for the incumbent contractor, including 8,235 Guaranteed Ride Home trips via Uber, 222 trips via taxi over the past 24 months, and 30,033 customer service calls with an average handle time of 3 minutes and 48 seconds. Proposers are explicitly prohibited from deleting, adding, or modifying job classifications shown in Exhibit C Price Proposal, and any blank items may render the proposal non-responsive. The addendum also corrects a broken hyperlink to the MyFloridaMarketPlace (MFMP) Purchase Order Terms and Conditions document. The total maximum contract amount is $13,232,814.00 over the five-year term, with all pricing submitted on an hourly rate basis for each job classification. Contract payments are subject to a one percent transaction fee through MyFloridaMarketPlace.
