About this opportunity
The City of St. Petersburg is conducting a Request for Proposal (RFP) for Disaster Remediation Services, seeking experienced and properly licensed firms to provide comprehensive emergency restoration services at various City-owned and City-leased properties throughout the jurisdiction located in Pinellas County, Florida. The procurement encompasses water damage restoration, fire and smoke damage restoration, mold removal and remediation, biohazard cleanup, and associated reconstruction work to support the City's response and recovery efforts following natural disasters and other emergency events. Interested parties must submit proposals electronically through the OpenGov Procurement portal by May 5, 2026 at 3:00 PM, with a deadline for submitting clarifying questions by April 9, 2026. Vendors must demonstrate a minimum of three years of experience in disaster remediation services and possess a Florida Department of Business and Professional Regulation Mold-Related Services License for applicable services, with current Licensed Mold Assessor and/or Licensed Mold Remediator designations. Proposals will be evaluated based on qualifications and experience (30 percent weight), project approach and emergency response procedures (35 percent weight), cost analysis pricing reasonableness (20 percent weight), and Business Enterprise Program participation (15 percent weight). The City intends to award contracts to multiple vendors under an indefinite delivery/indefinite quantity (IDIQ) framework with an initial three-year contract term and City options to renew for up to two additional one-year periods. Proposals must include a transmittal letter, firm qualifications and staff resumes, past project experience with client references, work history with the City, experience descriptions with federal and state disaster reimbursement programs including FEMA Public Assistance, detailed project approach documentation, and a completed cost analysis organized by property size ranges from 0-500 square feet through 10,001 square feet and above, with all rates inclusive of labor, mobilization, and material costs.
The procurement does not contain set-aside designations for disadvantaged enterprises; however, Business Enterprise Program participation is voluntary with no minimum participation required as a condition for contract award. The solicitation encourages proactive engagement with Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), Veteran-Owned Businesses, and Minority Business Enterprises (MBEs) operating in the Tampa Bay Region, requiring proposers to complete a Subcontractor Utilization Plan demonstrating outreach efforts and past performance utilizing these entities within the last three years. No incumbent vendors or current contractors are identified in the solicitation documents. Selected contractors must maintain substantial insurance coverage including commercial general liability of $5,000,000 per occurrence/$7,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, pollution liability of $3,000,000 per occurrence, errors and omissions/professional liability of $2,000,000 per occurrence, and workers' compensation insurance as required by Florida law. Successful vendors must execute a Performance and Payment Bond and a Public Construction Bond as specified by the City, comply with all non-negotiable contract terms including indemnification provisions and Florida contractor licensing requirements, and maintain current registration with the Florida Division of Corporations. The contract documentation does not specify a defined budget range or award value, instead establishing pricing on a firm, fixed-rate basis with all out-of-pocket expenses including transportation, mileage, lodging, and meals incorporated into the quoted rates.
