About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg's Disaster Remediation Services Request for Proposal, a procurement solicitation by the City of St. Petersburg, Florida for comprehensive emergency restoration services. The City seeks experienced and properly licensed firms to provide water damage restoration, fire and smoke damage restoration, mold removal and remediation, biohazard cleanup, and associated reconstruction work at various City-owned and City-leased properties throughout Pinellas County. Interested vendors must submit proposals electronically through the OpenGov Procurement portal by May 5, 2026 at 3:00 PM, with a deadline for submitting clarifying questions by April 9, 2026. The City intends to award contracts to multiple vendors under an indefinite delivery/indefinite quantity framework with an initial three-year contract term and City options to renew for up to two additional one-year periods. Vendors must demonstrate a minimum of three years of experience in disaster remediation services and possess a Florida Department of Business and Professional Regulation Mold-Related Services License with current Licensed Mold Assessor and/or Licensed Mold Remediator designations.

Pricing will be established on a firm, fixed-rate basis with all out-of-pocket expenses incorporated into quoted rates, organized by property size ranges from 0-500 square feet through 10,001 square feet and above. The procurement contains no set-aside designations for disadvantaged enterprises. Business Enterprise Program participation is voluntary with no minimum participation required as a condition for contract award; however, the City encourages proactive engagement with Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Minority Business Enterprises operating in the Tampa Bay Region. Proposals will be evaluated based on qualifications and experience (30 percent weight), project approach and emergency response procedures (35 percent weight), cost analysis pricing reasonableness (20 percent weight), and Business Enterprise Program participation (15 percent weight). Proposers must complete a Subcontractor Utilization Plan demonstrating outreach efforts and past performance utilizing small, veteran, minority, and women-owned business entities within the last three years, with no incumbents or current contractors identified in the solicitation documents.
