Subcontractor Utilization Plan Summary
This is a Subcontractor Utilization Plan form for the City of St. Petersburg's Disaster Remediation Services Request for Proposal. The procurement seeks experienced and properly licensed firms to provide comprehensive emergency restoration services including water damage restoration, fire and smoke damage restoration, mold removal and remediation, and biohazard cleanup at various City-owned and City-leased properties throughout Pinellas County, Florida. Proposers must submit proposals electronically through the OpenGov Procurement portal by May 5, 2026 at 3:00 PM, with a deadline for clarifying questions by April 9, 2026. The City intends to award contracts to multiple vendors under an indefinite delivery/indefinite quantity (IDIQ) framework with an initial three-year contract term and options to renew for up to two additional one-year periods.
The Subcontractor Utilization Plan requires proposers to demonstrate intent to engage and reduce barriers to participation by Small Business Enterprises (SBEs), Women Business Enterprises (WBEs), Veteran-Owned Businesses, and Minority Business Enterprises (MBEs) operating in the Tampa Bay Region through outreach, education, mentorship, and process improvements. Participation in the Business Enterprise Program is voluntary with no minimum participation level required as a condition for contract award, and proposers will not be deemed non-responsive for submitting a plan with zero small/veteran/diverse business participation. Proposals are weighted 15 percent on Business Enterprise Program participation, with the remaining evaluation criteria addressing qualifications and experience (30 percent), project approach and emergency response procedures (35 percent), and cost analysis pricing reasonableness (20 percent).
