About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg's Disaster Remediation Services Request for Proposal, which seeks comprehensive emergency restoration services including water damage restoration, fire and smoke damage restoration, mold removal and remediation, biohazard cleanup, and associated reconstruction work at various City-owned and City-leased properties throughout Pinellas County, Florida. Proposals must be submitted electronically through the OpenGov Procurement portal by May 5, 2026 at 3:00 PM, with clarifying questions due by April 9, 2026. The City intends to award contracts to multiple vendors under an indefinite delivery/indefinite quantity framework with an initial three-year contract term and options to renew for up to two additional one-year periods. Vendors must demonstrate a minimum of three years of experience in disaster remediation services and possess a Florida Department of Business and Professional Regulation Mold-Related Services License with current Licensed Mold Assessor and/or Licensed Mold Remediator designations.

The Subcontractor Utilization Plan requires proposers to demonstrate intent to engage Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Minority Business Enterprises operating in the Tampa Bay Region, detailing outreach efforts, mentorship programs, and process improvements designed to increase diverse business participation. Business Enterprise Program participation is voluntary with no minimum participation required as a condition for contract award, and proposers will not be considered non-responsive if they report zero diverse business participation; however, the City encourages proactive engagement with these business categories. The procurement does not contain set-aside designations for disadvantaged enterprises. Proposals are evaluated based on qualifications and experience (30 percent), project approach and emergency response procedures (35 percent), cost analysis pricing reasonableness (20 percent), and Business Enterprise Program participation (15 percent). Pricing is on a firm, fixed-rate basis organized by property size ranges from 0-500 square feet through 10,001 square feet and above, with all rates inclusive of labor, mobilization, material costs, and out-of-pocket expenses. Selected contractors must maintain substantial insurance coverage including commercial general liability of $5,000,000 per occurrence and execute Performance and Payment Bonds and Public Construction Bonds as specified by the City.
