About this file

This is a Subcontractor Utilization Plan form prepared by the City of St. Petersburg, Florida for its Request for Proposal seeking Disaster Remediation Services. The solicitation encompasses water damage restoration, fire and smoke damage restoration, mold removal and remediation, biohazard cleanup, and associated reconstruction work at various City-owned and City-leased properties throughout Pinellas County. Proposals must be submitted electronically through the OpenGov Procurement portal by May 5, 2026 at 3:00 PM, with clarifying questions due by April 9, 2026. The City intends to award contracts to multiple vendors under an indefinite delivery/indefinite quantity framework with an initial three-year contract term and options to renew for up to two additional one-year periods. Vendors must demonstrate a minimum of three years of experience in disaster remediation services and possess current Florida Department of Business and Professional Regulation Mold-Related Services Licenses with Licensed Mold Assessor and/or Licensed Mold Remediator designations.

The Subcontractor Utilization Plan requires proposers to demonstrate intent to engage Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Minority Business Enterprises in the Tampa Bay Region, including documented outreach efforts, education, mentorship, and process improvements to increase diverse business participation. Participation goals are voluntary with no minimum participation required as a condition for contract award, and proposers will not be deemed non-responsive for submitting zero participation amounts. The City encourages proactive engagement with disadvantaged enterprises but does not impose set-aside designations. Pricing will be established on a firm, fixed-rate basis with all out-of-pocket expenses incorporated into quoted rates. Successful contractors must maintain substantial insurance coverage including $5,000,000 commercial general liability, $1,000,000 commercial automobile liability, $3,000,000 pollution liability, and $2,000,000 errors and omissions coverage, along with Performance and Payment Bonds and Public Construction Bonds as specified by the City.
