About this file

This is a Subcontractor Utilization Plan form for a Disaster Remediation Services contract opportunity with the City of St. Petersburg, Florida. The City is soliciting proposals from experienced and properly licensed firms to provide comprehensive emergency restoration services, including water damage restoration, fire and smoke damage restoration, mold removal and remediation, and biohazard cleanup at various City-owned and City-leased properties. These services will support the City's response and recovery efforts following natural disasters and other emergency events. The form requires proposers to complete project identification information and contractor name details for submission.

The Subcontractor Utilization Plan requires proposers to demonstrate intent to use minority, women, veteran, and small businesses in the Tampa Bay Region and describe their engagement efforts in reducing barriers to participation by these business enterprises through outreach, education, mentorship, and process improvements. Proposers must identify anticipated percentages of contract amounts and list specific subcontractors for four categories: Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE). Notably, small, veteran, minority, and women business enterprise participation goals are voluntary with no minimum participation required as a condition for contract award. The City encourages proactive engagement with diverse business enterprises, but proposers will not be deemed non-responsive if the plan shows zero participation from these business categories.
