About this opportunity

The State of Utah Division of Purchasing is seeking Disaster Management and Recovery Consultants through a comprehensive Request for Proposal (RFP) that may result in multiple statewide cooperative contract awards. The procurement aims to establish a roster of qualified consultants who can provide critical services including FEMA Public Assistance consulting, disaster recovery support, hazard mitigation program development, financial and grants management, and support for appeals, arbitration, and audit preparation. Vendors must demonstrate extensive expertise across five key evaluation categories: Vendor Qualifications and Expertise (150 points), Technical Approach to FEMA Public Assistance Services (225 points), Hazard Mitigation and Alternative Procedures (75 points), Financial and Grants Management Capability (125 points), and Management Plan, Staffing Strategy and Responsiveness (125 points). The evaluation methodology is rigorous, requiring vendors to achieve a minimum of 490 technical points (70% of 700 available technical points) to advance to the cost evaluation stage. The RFP was posted on November 25, 2025, with proposals due by December 17, 2025, and establishes a five-year contract term with pricing guaranteed for the first year.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract will use a comprehensive scoring system that allocates 700 technical points and 300 cost points, with vendors required to achieve a combined score of at least 70% to be eligible for award. Cost evaluation will be based on average hourly rates across five job classifications: Principal Consultant, Senior Consultant, Consultant, Junior Consultant, and Program and Administrative Support staff. While specific budget ranges are not detailed, the procurement structure suggests flexibility for multiple vendors to be awarded based on technical merit and competitive pricing. The most competitive bidder will receive 100% of the cost points, with other vendors receiving proportional points calculated by comparing their proposed average hourly rates. The contract carries a 0% administrative fee, which means vendors will be evaluated purely on the basis of their technical capabilities and pricing competitiveness. Potential users of this contract will include various state and local government entities seeking disaster management and recovery consulting services.
