About this file

This is a Technical Criteria Attachment for a Disaster Management and Recovery Consultants RFP issued by the State of Utah Division of Purchasing. The solicitation seeks qualified vendors to provide comprehensive disaster management and recovery consulting services on a statewide cooperative contract basis. The contract has a five-year term with guaranteed pricing for the first year, and the procurement may result in multiple awards. Vendors must submit detailed narrative responses addressing five primary evaluation categories: Vendor Qualifications and Expertise (150 points), Technical Approach to FEMA Public Assistance Services (225 points), Hazard Mitigation, Alternative Procedures and Special Programs (75 points), Financial and Grants Management Capability (125 points), and Management Plan, Staffing Strategy and Responsiveness (125 points), for a total of 700 technical points available.

To advance to cost evaluation, vendors must achieve a minimum score of 490 technical points, representing 70% of available technical points. The cost evaluation stage allocates 300 points based on proposed average hourly rates, with the most competitive rate receiving 100% of cost points and all other vendors receiving proportionally scaled points calculated using the formula: Cost Points × (Most Competitive average hourly rate ÷ Proposed average hourly rate). Vendors must attain a combined total score of at least 70% of all available points (700 technical plus 300 cost) to be eligible for the statewide cooperative contract. The administrative fee is 0%, and required services include FEMA Public Assistance consulting, disaster recovery support, hazard mitigation program development, financial and grants management, and support for appeals, arbitration, and audit preparation across multiple eligible users through purchase orders.
