About this file

This is a Scope of Work document for the State of Utah Division of Purchasing's request for proposals to establish statewide cooperative contracts for Disaster Management and Recovery Consultants. The procurement seeks qualified vendors to provide consulting services in disaster management and recovery, with the potential for multiple awards. The contract term is five years, and vendors must guarantee their pricing for a minimum of one year. The RFP employs a structured evaluation methodology where technical and cost criteria are weighted and scored to determine contract awards.

The evaluation process allocates 700 technical points and 300 cost points for a total of 1,000 available points. Vendors must achieve a minimum of 490 technical points (70% of technical criteria) to advance to the cost evaluation stage, and must attain a combined score of at least 70% of all available points to be eligible for a statewide cooperative contract. During cost evaluation, the vendor submitting the most competitive average hourly rate receives 100% of the cost points, with all other vendors receiving proportional cost points calculated by dividing their proposed average hourly rate into the most competitive rate. The administrative fee assessed is zero percent. This procurement structure allows the state to develop a qualified vendor roster while ensuring competitive pricing based on hourly rate competitiveness.
