About this opportunity
The City of Daytona Beach is soliciting competitive sealed proposals for disaster debris removal services on behalf of itself and the City of Port Orange under a joint procurement, with proposals due July 12, 2023. The Cities intend to award one primary contract and two secondary contracts to experienced proposers, each with a three-year initial term and two optional one-year renewals.
The scope of work is disaster debris removal services as detailed in the attached Scope of Work document. Proposers must demonstrate relevant experience in this service category. The RFP is advertised regionally and posted publicly on OpenGov, the Cities' procurement platform.
The solicitation is governed by the more stringent provisions of the two Cities' purchasing codes where conflicts arise. Each City will issue its own tax exemption certificates, Notices to Proceed, work orders, work authorizations, task authorizations, and purchase orders; invoicing will be separate and city-specific. All questions must be submitted through the Question & Answer tab within OpenGov and directed to The City of Daytona Beach Purchasing Department.
Proposers are responsible for identifying any language, requirements, or combination thereof that inadvertently restricts or limits the RFP to a single source. The joint-procurement structure contemplates multiple qualified contractors available to each City for task-order engagement over the contract term.
Attached government files include the Disaster Debris Removal Services Scope of Work, the joint-procurement RFP, and a draft FEMA contract template for the joint procurement.
