About this opportunity

The City of Liberty Hill is soliciting proposals for disaster and storm recovery services on an as-needed basis under RFP S2026-019, with responses due October 28, 2026, and a non-mandatory pre-submittal meeting scheduled for October 15, 2026. Respondents must be licensed and certified to do business in Texas and normally engaged in the services outlined.

The scope encompasses debris clearing and removal compliant with FEMA Publication 325 and applicable state and federal disaster-specific guidance across all public rights-of-way, easements, parks, and debris staging areas within City limits. Services include vegetative and construction-demolition debris removal; hazardous tree, stump, and hanging-limb removal (categorized by diameter with standardized conversion tables); temporary debris storage and reduction site management; white goods and hazardous-material collection; abandoned vehicle and animal carcass removal; marine debris removal from canals and open waters; and emergency road clearance. Contractors must provide unit pricing for debris removal in cubic yards, individual units, linear feet, or square footage; hourly rates for over 40 equipment types; and labor rates for operations managers, superintendents, foremen, inspectors, climbers, and hazardous-materials professionals. Distance-based adjustments apply for hauls exceeding 10 and 30 miles. Bid prices remain firm for 90 days from the response deadline.

The initial contract term is two consecutive twelve-month periods with an option to renew for one additional twelve-month period if both parties agree in writing. Multi-year pricing will be adjusted annually using the Consumer Price Index. This is an indefinite-quantity, non-exclusive standby agreement with no guaranteed minimum work volume. The contractor must mobilize and deploy a representative within 24 hours of storm impact and contact the City within 48 hours of expected storm impact; a designated project manager must be available 24/7. Contractors must provide performance and payment bonds equal to project price within 10 days of execution; comprehensive insurance including $1 million per-occurrence commercial general liability, $1 million business automobile liability, statutory workers' compensation, $5 million umbrella liability, and $2 million contractor's pollution liability; and a one-year warranty on all labor and materials.

Evaluation criteria are experience and qualifications (30 points), proposed program specifications (30 points), cost proposal and pricing structure (20 points), and FEMA coordination experience including projects completed within the last five years (20 points). Respondents must provide at least three references from municipal or government agencies or comparable-sized firms utilizing similar services within the last five years; negative references result in disqualification. Questions are due October 20, 2026, at 5:00 PM, with answers posted October 22, 2026. Oral presentations may be required. Award is anticipated on or before December 2026. Work may be funded in whole or in part through the FEMA Public Assistance Program, subjecting the contract to Davis-Bacon Act prevailing-wage requirements, equal employment opportunity standards, and federal debarment certifications.
