Contractors must furnish all labor, equipment, drilling fluids, and consumables; the City furnishes pipe and appurtenances. Deliverables include bore path and profile documentation, bore plans addressing frac-out prevention, traffic control plans for intersection work, and as-built documentation.
Compensation is fixed unit pricing per linear foot by diameter and material type (Exhibit B). All unit prices are fully burdened and include labor, supervision, equipment, mobilization, demobilization, traffic control, utility location, drilling operations, fluids and disposal, surface restoration, and cleanup. Payment applies only to successfully installed and accepted work as verified by City field inspection. Mobilization must occur within five business days of purchase order issuance; contractors must provide 24-hour emergency response on a seven-day basis. The initial contract term is one year with up to three one-year renewal options contingent on satisfactory performance and funding. No minimum or guaranteed volumes apply.
Contractors must carry minimum insurance of $1 million commercial general liability, $1 million auto liability, and $1 million contractors pollution liability. Performance and payment bonds are required if total anticipated work value exceeds $200,000. Liquidated damages range from $250 to $500 per day or hour, capped at $7,500 to $15,000 per incident for mobilization delays and emergency response failures. Addendum 1 has been issued and requires review. Multiple certifications are mandatory: E-Verify compliance, drug-free workplace, public entity crimes conviction verification, human trafficking law compliance, foreign countries of concern certification, non-collusion affidavit, conflict-of-interest disclosure, scrutinized companies certification, and nondiscrimination certification.
