This is an E-Verify Compliance Certification exhibit (Exhibit E) for the City of Milton, Florida's Directional Boring Services contract (Contract No. PW-DB-2026-01), issued under ITB 2026.05. The certification establishes employment eligibility verification requirements for the awarded contractor and all subcontractors performing horizontal directional drilling (HDD) services for the installation, extension, maintenance, and repair of the City's underground utility infrastructure, including water, sewer, and natural gas systems, on an as-needed, work-order basis within Milton and Santa Rosa County. The contract requires all bidders to hold appropriate licenses under Florida Chapter 489 at the time of bid submission and maintain licensure throughout the contract term. Award shall be made to the lowest responsive and responsible bidder in accordance with Florida law and the City's Purchasing Policy.

The certification document requires that the bidder certify under penalty of perjury its registration with and use of the U.S. Department of Homeland Security's E-Verify system and agreement to verify employment eligibility of all newly hired employees in compliance with Florida Statute 448.095. All subcontractors must similarly register with E-Verify and provide affidavits confirming they do not employ unauthorized aliens as defined under 8 U.S.C. 1324a(h)(3). The bidder acknowledges that this certification constitutes a material representation of fact and that false certification or non-compliance with 448.095, F.S., may result in bid rejection, contract termination, and other available legal remedies.
