About this file
This is a Scope of Work Exhibit A for a Directional Boring Services Contract issued by the City of Milton, Florida under ITB 2026.05, establishing technical requirements and operational standards for horizontal directional drilling (HDD) services. The City seeks qualified and licensed contractors to provide HDD services on an as-needed, work-order basis for the installation, extension, maintenance, and repair of City-owned underground utility infrastructure, including water, sewer, and natural gas systems, within Milton and authorized areas of Santa Rosa County. The scope covers directional bores for pipe installation ranging from two inches to twelve inches in nominal diameter, using materials including steel, HDPE/polyethylene, and PVC. Individual bores are limited to less than 500 feet in total directional boring length measured from entry pit to exit pit; bores exceeding this length require separate quotation and written work order authorization. Contractors must hold all licenses required under Florida Statutes Chapter 489 in the appropriate classification at the time of bid submission and maintain such licensure throughout the contract term.
The contract establishes unit prices organized by pipe diameter and material type as specified in Exhibit B, with odd-inch pipe diameters priced at the next larger listed diameter unless otherwise approved in writing. The City will supply pipe materials, with specifications identified in individual work orders, and the Contractor must handle, store, and install these materials in accordance with manufacturer recommendations and industry standards. Technical deliverables required for each work order include planned bore path and profile documentation, bore plans addressing soil conditions and frac-out prevention measures, traffic control plans for intersection work, and as-built documentation. Intersection work must comply with traffic control requirements per MUTCD, current FDOT Design Standards, and local requirements, with pre-bore and post-bore pavement condition documentation required. The contract is subject to Florida Statutes Chapter 255 public construction bidding thresholds and payment and performance bond requirements; award will be made to the lowest responsive and responsible bidder in accordance with applicable Florida law and the City's Purchasing Policy.

EXHIBIT A – SCOPE OF WORK AND TECHNICAL
REQUIREMENTS
Directional Boring Services Contract
Contract No. PW-DB-2026-01
A. Purpose and Service Area
The Contractor shall provide horizontal directional boring ("HDD") services for the installation, extension, maintenance, and repair of City-owned underground utility infrastructure, including water, sewer, and natural gas systems, on an as-needed, Work-Order basis within the City of
Milton and, as authorized, within Santa Rosa County.
All Work shall be performed in accordance with this Exhibit A, the applicable Work Order, the
Contract, and all applicable federal, state, and local laws, regulations, and codes.
B. Relationship to Contract
This Exhibit A sets forth the technical scope, pipe size and length parameters, and intersection-specific requirements applicable to Work performed under the Contract. Operational obligations of the Contractor and the City – including licensure, insurance, emergency response, mobilization, pre-Work coordination, utility location (Ch. 556, Fla. Stat.), potholing and daylighting (where required), drilling fluids management, frac-out response, traffic control, cleanup and restoration, damage repair, bore logs and as-built documentation, warranty, materials markup, acceptance, and safety – are set forth in the Contract and are not restated here.
In the event of any conflict between this Exhibit A and the Contract, the Contract shall control.
C. Pipe Sizes and Materials Covered by Unit Prices
Unit prices in Exhibit B apply to directional bores for the installation of pipe with a nominal diameter of two inches (2") up to and including twelve inches (12"), in the pipe materials listed on the Bid Schedule (including steel, HDPE/polyethylene, and PVC).
Bores for pipe diameters, materials, or configurations outside the Exhibit B schedule shall be quoted per job under Section 4.2 (Work Order Contents) of the Contract and authorized by written Work Order before any Work commences.
Unit prices in Exhibit B are organized by pipe diameter (2″–3″, 4″, 6″, 8″, 10″, and 12″) and pipe material (PE/PVC vs. Steel).
Consistent with the Pricing Notes in Exhibit B, odd-inch pipe diameters (5″, 7″, 9″, and 11″) shall be priced at the next larger listed diameter unless otherwise approved in writing by the City.
D. Bore Length Parameters
Each individual directional bore authorized under a Work Order shall be less than five hundred feet (500') in total directional boring length, measured from entry pit to exit pit along the bore path. Bores anticipated to exceed 500 feet shall be quoted per job in accordance with Section 4.2
(Work Order Contents) and Article XIV (Changes and Change Orders) of the Contract, authorized by separate written Work Order, and may, at the City's discretion, require engineering review, additional submittals, or project-specific requirements before authorization.
E. Materials Supplied by the City
EXHIBIT A – SCOPE OF WORK AND TECHNICAL
REQUIREMENTS
Directional Boring Services Contract
Contract No. PW-DB-2026-01
The City will supply pipe materials as set forth in Section 2.5 of the Contract. The City's pipe material specifications (e.g., SDR rating, pressure class, wall thickness) will be identified in the applicable Work Order. The Contractor shall handle, store, and install City-supplied materials in a manner consistent with the manufacturer's recommendations and industry standards.
F. Intersection Work
Each Work Order shall identify whether intersection boring is required. Where the scope includes boring beneath or across a roadway intersection, the Contractor shall:
1. Comply with all traffic control requirements set forth in Section 12.6 of the Contract, including MUTCD, current FDOT Design Standards and FDOT Index 102 series, and all applicable local requirements;
2. Coordinate with the City and, where applicable, FDOT and Santa Rosa County regarding permits, lane closures, and work-hour restrictions;
3. Maintain the minimum cover and clearance requirements applicable to the specific intersection and utility type;
4. Perform pre-bore and post-bore pavement condition documentation (photographs and written notes) for any intersection pavement within the work zone;
5. Restore all affected pavement, striping, signage, and appurtenances to a condition equal to or better than that existing prior to the Work, consistent with City and FDOT standards; and
6. Observe any additional requirements set forth in the applicable Work Order for the specific intersection.
G. Technical Deliverables
In addition to the deliverables required by the Contract (including the as-built documentation required under Section 13.4), each Work Order will specify any project-specific technical submittals, including without limitation:
1. The planned bore path and profile, including entry and exit coordinates, depth, and alignment;
2. A bore plan addressing soil conditions, drilling fluid management, and frac-out prevention measures specific to the site;
3. A traffic control plan for intersection or right-of-way Work, where required; and
4. Any additional project-specific submittals required by the City Representative in the applicable Work Order.
