About this file

This is an Exhibit B Bid Schedule and Compensation document for the City of Milton, Florida's Directional Boring Services Contract (PW-DB-2026-01), issued under ITB 2026.05 pursuant to Florida Statutes Chapter 166 and Chapter 255. The City seeks qualified, licensed contractors to provide horizontal directional drilling (HDD) services for installation, extension, maintenance, and repair of underground utility infrastructure including water, sewer, and natural gas systems on an as-needed, work-order basis within Milton and authorized areas of Santa Rosa County. All work shall comply with applicable federal, state, and local laws and regulations. The contract structure does not guarantee minimum quantities or compensation amounts.

Compensation is strictly limited to unit prices for completed, inspected, and accepted work authorized by the City via work order. Bidders must provide unit prices per linear foot for bore installation across six diameter categories (2"-3", 4", 6", 8", 10", and 12") for both PE/PVC pipe and steel pipe (priced per weld). All unit prices are fully burdened and inclusive of labor, supervision, equipment, mobilization, demobilization, traffic control, utility location and verification, drilling operations, drilling fluids and disposal, surface restoration, cleanup, and all incidental costs. Payment is measured based on successfully installed and accepted linear footage as determined by City field verification. Non-payable items include mobilization as a standalone cost, stored materials, partial or incomplete work, failed or abandoned bores, rework due to contractor error, and delays or inefficiencies. For odd-inch pipe diameters not listed, the next larger diameter pricing applies unless otherwise approved.
