About this opportunity

The Seminole County School Board is seeking a contract for diplomas and commemorative items through Invitation to Bid (ITB) #24250006B-KR, covering the procurement of printed diplomas, certification documents, diploma covers, class rings, cap and gowns, tassels, honor cords, invitations, and thank you cards for nine high schools and special centers. The procurement will serve an estimated 6,600 students across graduation classes from 2024-2025 through 2026-2027, with the school board reserving the right to add or delete schools during the contract term. The bid was posted on May 15, 2024, with a voluntary pre-solicitation meeting held on May 23, 2024, at 10:00 AM EST. Submittals are due in VendorLink by June 12, 2024, at 3:00 PM, with anticipated board approval of the award recommendation on July 23, 2024. Bidders must have a minimum of three years' experience in the printing business and provide no-charge samples of finished products. The contract will be awarded on an all-or-none, lot, or item basis to the lowest responsive and responsible bidder(s), with pricing to be quoted FOB inside delivery to Seminole County, Florida, including all freight, insurance, and packaging costs.

The procurement does not specify specific set-aside designations or restrictions on responding organizations. Four vendors are currently listed on the bidders list: John Pantelis & Associates (Balfour Scholastics), Taymark (Graduation Authority), Herff Jones, LLC, and Jostens, Inc. The School Board may award both primary and secondary suppliers, with individual schools free to select from awarded vendors based on quality, reliability, and budgetary constraints. The contract term is three years, with the option of a two-year renewal, and the school board reserves the right to cancel the contract by providing 30 days' notice before the end of any fiscal year. Based on the bid tabulation, the total estimated value of the contract ranges from approximately $202,950 to $392,700 for base items, with potential additional costs for custom combinations and commemorative items. The pricing structure allows for per-unit costs on various items, and the School Board emphasizes that quantities are estimated, with no specific volume of business guaranteed.
