About this opportunity

The Illinois Department of Human Services is soliciting competitive bids through an Invitation for Bid (IFB B-52497) for the removal and replacement of existing deteriorated sidewalks at the Mabley Developmental Center located at 1120 Washington Avenue, Dixon, Illinois 61021. The procurement encompasses demolition of original sidewalks that pose trip hazards due to cracking, breaking, and uneven settling, with replacement involving construction of 5-inch thick Portland cement concrete sidewalks and ADA-compliant accessibility ramps meeting IDOT State-approved specifications. The project is divided into two sequential phases, with Phase I covering demolition and replacement around the back area of the Pearson Building and adjacent homes, and Phase II addressing the outermost facility areas, with all work required to be completed by November 30, 2026. Deliverables include properly prepared subgrade with 4-inch compacted aggregate subbase, concrete panels measuring 4 to 6 feet in length (typical 5 feet by 5 feet), sidewalk edging with radius edges and specified joints, curb ramps with detectable warning surfaces featuring truncated domes, membrane curing compound application, and restoration of all disturbed areas with topsoil, lawn seed, and fertilizer. Bidders must submit required documentation including Vendor Disclosure or IPG Active Registered Vendor Disclosure, Offer to the State of Illinois, Contract, BEP Utilization Plan, CO150 forms, and proof of insurance; all bids are due electronically through BidBuy on or before June 2, 2026, with a bid opening thereafter. Written questions must be submitted to the Information Contact by 5:00 p.m. on May 26, 2026, and bids must remain firm for 90 days from opening. The State will award the contract to the lowest priced responsive and responsible bidder whose bid meets all specified criteria, with award determined based on compliance with submitted documentation and bid quality.

This procurement is subject to Illinois Business Enterprise Program (BEP) requirements establishing a 4 percent diversity goal for supplier participation, with failure to submit a completed BEP Utilization Plan and documentation of good faith efforts rendering bids non-responsive. Bidders must comply with prevailing wage requirements applicable to public works projects and submit proof of insurance including General Commercial Liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law. For contracts exceeding $150,000, a performance bond is required; subcontractors with annual values exceeding $100,000 must receive prior written approval, with those exceeding $50,000 required to complete Illinois Standard Certifications. Vendors must employ at least 90 percent Illinois laborers during periods of excessive unemployment, maintain an Illinois primary office for construction workers, carry hazardous occupation builder's risk insurance, and provide a surety bond in an amount not less than the vendor's bid amount from an A.M. Best rated surety company. The procurement documents do not identify incumbent vendors, current contractors, or specific budget allocations; however, the maximum contract amount will be entered by the State prior to execution, and the resulting contract may be partially or totally funded with Federal funds. The contract term commences upon final execution by both parties and extends through November 30, 2026, with the State retaining the right to terminate for cause, convenience, or due to budgetary constraints with thirty days' written notice for convenience terminations.
