About this opportunity

The Utah Division of Facilities and Construction Management is requesting bids for construction services on the Washburn Entrance Addition and Landscaping project at Snow College's Richfield campus, with bids due July 28, 2026. This is a Stage II Invitation to Bid; only three contractors short-listed during Stage I (Paulsen Construction, SIRQ Construction, and Westland Construction) are eligible to bid.

The scope covers an entrance addition on the south side of the Washburn building and landscaping renovation around the south and west sides. The project spans approximately 5,073 square feet of nonresidential space with structural design for steel and masonry construction, slab-on-grade flooring, and site grading and pavement per geotechnical investigation findings. Work includes selective demolition, modification and replacement of existing architectural, structural, mechanical, electrical, plumbing, telecommunications, and utility systems. Three additive alternates are available: perforated acoustic laminate ceiling panels, HDPL laminate wall panel assemblies, and sprinkler and landscaping elements. The Owner will occupy adjacent building portions during construction, requiring careful coordination to minimize disruption and maintain emergency egress routes.

The construction cost estimate is $5.4 million. Substantial completion is required by July 30, 2027, with liquidated damages at $1,000 per day for delays beyond that date. The contractor must provide a bid bond equal to 5% of the bid amount on AIA Document A310-2010 and performance and payment bonds of 100% of the contract sum on AIA Document A312-2010 forms within ten business days of contract receipt. A Health Insurance Statement of Compliance Form is required prior to issuance of the Notice to Proceed. The contractor is responsible for obtaining all required permits, including fugitive dust plan and SWPPP requirements, with all associated permit fees and delays being the contractor's sole responsibility.

Questions are due July 16, 2026. Subcontractors list is due July 29, 2026, with requirements to include all first-tier subcontractors with bid amounts of $35,000 or more, their names, bid amounts, work type, and DOPL license numbers where required by state law.
