About this file

This is an Approved Specifications document prepared by the Division of Facilities Construction and Management (DFCM) for the State of Utah for the Snow College Washburn Building Entrance Addition Project (DFCM Project No. 26189700, Project ID 67267). The project consists of adding a new entrance and Student Commons to the south end of the Washburn Building at Snow College's Richfield campus, along with new landscaping and civil construction on adjacent areas. The work requires selective demolition, modification, and replacement of existing architectural, structural, mechanical, electrical, plumbing, telecommunications, and utility systems. The contract is structured as a single prime contract based on stipulated price, with the contractor required to coordinate a detailed construction schedule for approval by the Owner. The project manual includes comprehensive specifications organized by division covering general conditions, procurement requirements, quality assurance, temporary facilities, construction procedures, closeout requirements, and detailed technical specifications across 33 divisions encompassing concrete, masonry, metals, wood, thermal protection, openings, finishes, equipment, furnishings, fire suppression, plumbing, HVAC, electrical, communications, safety systems, earthwork, exterior improvements, and utilities. The Owner intends to continue occupying adjacent building portions during construction, necessitating careful coordination to minimize operational disruption and maintain emergency egress routes.

The project's construction cost estimate is $5,400,000, and the contract is designated as a single prime stipulated price agreement. The Owner will provide electrical power and water connections to existing facilities, with the contractor bearing connection costs. Three alternates are specified: Alternate 01 involves substituting perforated acoustic laminate ceiling panels for suspended acoustical plaster in the Student Commons; Alternate 02 addresses HDPL laminate wall panel assemblies versus gypsum drywall near Grid B.1; and Alternate 03 involves removal and replacement of sprinkler systems and landscaping. The contractor must submit a preliminary construction schedule within 10 days of the Notice to Proceed and maintain updated schedules with each Application for Payment. Payment is processed through DFCM Application for Payment forms reviewed by the Architect with certification issued within seven business days of receipt. Substantial completion requires compliance with specified conditions including final cleaning, correction of punch list items, and submission of closeout documentation. The contractor is responsible for erosion and sedimentation control in accordance with the State of Utah Erosion and Sedimentation Control Manual, requiring a performance bond equal to 100 percent of erosion control costs.
