About this opportunity
The Orange County Transportation Authority is requesting proposals for detailed bus and streetcar cleaning and pesticide application services under RFP 250080, with proposals due January 8, 2026 at 2:00 p.m. and a pre-proposal conference scheduled for December 15, 2025 at 2:00 p.m. (in-person at 550 South Main Street, Orange, California, and via teleconference). Questions are due December 17, 2025.
The scope covers comprehensive cleaning and pest management for approximately 790 transit vehicles—492 forty-foot buses, 36 sixty-foot articulated buses, 12 thirty-foot buses, 246 paratransit buses, 4 cutaway paratransit vehicles, 50 non-revenue vehicles, and 8 electric streetcars—across six OCTA maintenance facilities throughout Orange County. Services include quarterly detailed interior and exterior cleaning with pesticide bait application for larger transit buses and streetcars; semi-annual services for thirty-foot and paratransit buses; annual services for non-revenue vehicles; and as-needed supplemental cleaning. The contractor must hold a California Pest Control Business License, Qualified Applicator License or Certificate, and Structural Pest Control Board License. All work is performed primarily between 8:00 p.m. and 5:00 a.m. to minimize operational disruption. Personnel working at the OC Streetcar facility must complete mandatory annual four-hour Roadway Worker Program training, reimbursable at applicable billing rates. Prior to full commencement, the contractor must perform sample cleaning and pesticide application on one designated bus and one streetcar for OCTA approval.
The contract is structured on a time-and-expense basis at firm-fixed hourly rates with fully burdened labor rates and anticipated expenses covering all direct costs, indirect costs, labor, supplies, and profit for all five contract years. The estimated budget is $1,465,000 for the three-year initial term, with one optional two-year renewal term budgeted at $1,120,000. Funding is provided through local sources including the Local Transportation Fund. The contract term runs May 1, 2026 through April 30, 2029, with the option extending to April 30, 2031. Proposals must remain firm for 120 days from submission.
Evaluation criteria are Qualifications of the Firm (30%), Staffing and Project Organization (20%), Work Plan (25%), and Cost and Price (25%). Insurance requirements include Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, Employers' Liability ($1,000,000 per accident), and Pollution Liability ($1,000,000 per occurrence, $2,000,000 aggregate), with OCTA named as additional insured. Level 2 Standard Health, Safety and Environmental (HSE) specifications apply, requiring a BCSP-certified HSE Representative with minimum five years of construction or industrial experience designated within 10 business days of award. Contractors must comply with California Code of Regulations Title 8, develop an Injury and Illness Prevention Program, implement a Substance Abuse Prevention Program, and submit Safety Data Sheets for all chemicals used. Interviews with selected proposers are scheduled for January 29, 2026. Board award is anticipated by April 30, 2026. No prevailing wage requirements, liquidated damages provisions, retention requirements, or DBE goals apply to this procurement.
