The RFP seeks qualified contractors to provide detailed bus cleaning and pesticide application services on an as-needed basis according to the bus maintenance department fleet schedule. The contract term is three years for the initial term with one optional two-year renewal term. No specific response dates, due dates, site visits, or bidder conferences are referenced in this procurement plan document.
The contract will be awarded on a time and expense basis at firm-fixed hourly rates, with an initial term budget of $1,465,000 and a first option term budget of $1,120,000, funded through local sources with Requisition R000703. An independent cost estimate has been received. Evaluation will be based on four criteria: Qualifications of the Firm (30%), Staffing/Project Organization (20%), Work Plan (25%), and Cost (25%). Subject: Procurement Plan for Release, Selection and Award RFP 250080 “Detail Bus and Streetcar Cleaning and Pesticide Application Services”
Please review the procurement plan for the subject RFP and advise your concurrence with the evaluation criteria and contract elements. Include suggested evaluation team members and/or comments. Thanks.
Procurement Type: |X| RFP |_| IFB
A Request for Proposals (RFP) is issued as the nature of the procurement demands that evaluation criteria, in addition to price, be used to select a firm.
Evaluation Criteria:
PROPOSAL
WEIGHT
Qualifications of the Firm
30%
Staffing/Project Organization
20%
Work Plan
25%
Cost
25%
Justification:
Qualifications of the firm criterion is weighted at 30 percent as the proposing firms must demonstrate a proven history in successfully completing similar projects and having the required licensing and experience in the application of pesticides and detail bus cleaning requirements. Staffing and project organization criterion is weighted at 20 percent as the firm must demonstrate the proposed key personnel have specific skillsets in order to complete the services required in the scope of work. Work Plan is weighted at 25 percent to ensure proposals address each section of the work plan in sufficient detail to demonstrate a clear understanding of the scope of work and must demonstrate the firm’s understanding and ability to provide extensive cleaning and pesticide bait application. Cost and price criterion is weighted at 25 percent to ensure OCTA receives fair and competitive pricing for the services provided.
Contract Type: |X| Time & Expense |_| CTO-Based |_| Firm Fixed Price
