About this opportunity
The County of Orange's OC Waste & Recycling (OCWR) is seeking competitive bids for comprehensive design and production services for their annual report through an electronic solicitation (IFB-299-2888101-JDW). The procurement targets a vendor to create an interactive digital annual report, a master PDF version, and a director's message video, with all deliverables due by April 24th. The project requires developing a multilingual report (English, Spanish, Korean, Vietnamese, and Chinese) that strategically communicates OCWR's waste management, environmental protection, and recycling initiatives. Specific deliverables include an interactive website annual report, comprehensive photography, videography, web development, and a Ten-Year Financial Forecast. Bidders must demonstrate expertise in creative design, accessibility compliance, and multimedia storytelling. Key deadlines include a mandatory question submission period by Monday, September 8, 2025, before 1:00 pm, with electronic bids to be submitted through the County's online bidding system. Evaluation criteria will likely focus on creative capabilities, technical expertise, and the ability to effectively communicate OCWR's strategic objectives.
The solicitation offers preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with potential 5-8% bid price adjustments for qualified vendors. Respondents must provide comprehensive company information, professional references, and relevant certifications, including state and federal business registrations. The contract will run for one calendar year beginning October 1, 2025, with potential renewal options for two additional years based on performance review. While specific budget details are not explicitly stated, the comprehensive nature of the project suggests a substantial investment in professional design and multimedia production services. Bidders are required to submit detailed documentation demonstrating their capability to meet the project's complex creative and technical requirements, with a focus on producing a high-quality, engaging annual report that effectively communicates OCWR's mission and achievements.
