About this opportunity
Gainesville Regional Utilities (GRU), a utility agency in Gainesville, Florida, is soliciting sealed bids for comprehensive demolition, asbestos abatement, lead paint removal, and hazardous materials remediation services across multiple downtown structures. The scope of work includes full asbestos abatement of all asbestos-containing materials (ACM) identified in environmental surveys, lead-based paint waste handling and disposal in compliance with OSHA Lead in Construction Standard (29 CFR 1926.62), removal and proper disposal of all hazardous building components, complete structural demolition to concrete slab or subgrade level, site backfill and stabilization, and full regulatory compliance with EPA, OSHA, DEP, and Florida Department of Health requirements. The successful contractor must provide all labor, materials, equipment, permitting, disposal documentation, and site-specific safety and work plans necessary for project completion. Prospective respondents must hold a Florida Asbestos Contractor License, EPA Lead Abatement Firm Certification, EPA RRP Lead-Safe Firm Certification, HAZWOPER training certification, and either a Florida Certified Building Contractor License or Demolition Specialty Contractor License. A mandatory pre-bid meeting is scheduled for Monday, April 20, 2026, at 9:00 a.m. at 301 SE 4th Avenue, Gainesville, Florida, with attendance required for bid eligibility. Sealed bids must be submitted electronically via the GRU e-Procurement Portal no later than 2:00 p.m. on Tuesday, May 5, 2026, with questions due by 5:00 p.m. on Friday, April 24, 2026. Award will be made to the lowest responsive, responsible bidder within sixty calendar days of the solicitation due date, and the selected contractor must execute the contract within fifteen calendar days of the Notice of Award.
The solicitation contains no specific set-aside designations for disadvantaged enterprises, women-owned businesses, or minority-owned businesses; however, all bidders must comply with federal and state employment verification requirements, including E-Verify and immigration verification, debarment certification, and conflict of interest disclosure. Respondents must submit a 5% bid bond ($100,000) with their proposals, and the successful contractor must furnish performance and payment bonds equal to 100% of the contract price upon award. Insurance requirements include a minimum of $1,000,000 combined single limit for Commercial General Liability, $500,000 for Automobile Liability, and statutory Workers' Compensation coverage with $500,000 employer's liability limits. The estimated probable construction cost is $1,100,000.00, with the final contract value dependent on the lowest responsive bid submitted. The contractor bears full legal responsibility for all abatement, demolition, disposal, transportation, and regulatory compliance, including any fines or violations resulting from improper handling, and no change orders will be accepted for undiscovered asbestos, lead, or hazardous materials. Final payment is contingent upon submission and acceptance of all required documentation, including air clearance reports, waste disposal manifests, landfill receipts, hazardous waste manifests, chain-of-custody records, and photographic evidence of completion, with documentation required to be maintained for a minimum of five years.
