About this opportunity
The City of Phoenix is requesting sealed offers for custodial services at 24 Fire Department facilities, with offers due November 5, 2026, a mandatory site visit on October 15 at three locations, and a non-mandatory pre-offer conference on October 8 via Webex.
The scope covers comprehensive custodial services across Fire Department stations, training academies, administrative buildings, and support services facilities throughout Phoenix. The contractor must not subcontract work and must provide dedicated staff for each facility, comprehensive cleaning equipment and supplies, and respond to emergency calls within two hours. All contractor employees require background checks, CJIS clearance, and City-issued identification badges. The contractor must establish a detailed Staffing and Operations Plan within 15 days prior to contract start and maintain it throughout the contract period.
The initial contract term is two years commencing August 1, 2027, with three optional one-year extensions available at the City's sole discretion, for a potential five-year total contract period. A performance surety of $1 million is required immediately after notice of award in the form of a bond, certified check, cashier's check, money order, or Certificate of Deposit. Contract pricing must be firm and fixed for 180 calendar days from the solicitation opening date.
The contractor must possess a minimum of five years of business operation in providing custodial services and submit a statement of bonding ability. Evaluation criteria include technical capability, manpower availability, safety record, and complaint history. The City will conduct monthly random facility inspections using a Custodial Service Performance Report with weighted scoring: quality of service delivery (60%), management and staffing (20%), compliance of services (10%), and environmental management (10%). Scores below 90 percent trigger corrective action requirements. Written inquiries are due October 22, 2026, at 2:00 p.m. The contractor must comply with a Disadvantaged Business Enterprise - Neutral (DBE-N) Program requiring annual Small Business Participation Plan submissions, monthly documentation through the City's Certification and Compliance System, and mandatory approval for any substitutions or reductions in small business commitments.
