About this file
This is a Disadvantaged Business Enterprise - Neutral (DBE-N) Program Small Business Participation Plan (SBPP) annual submission document issued by the City of Phoenix Public Transit Department in compliance with 49 CFR Part 26 requirements established by the United States Department of Transportation. The document applies to the Custodial Services for Fire Department contract, a two-year agreement commencing August 1, 2027, with three one-year renewal options exercisable at the City's discretion. The contractor is required to submit updated SBPP documentation annually on the anniversary date of contract execution and must track and report all small business participation occurring through procurements, joint ventures, goods and services arrangements, and other subcontractor relationships. The plan obligates the contractor to identify small business opportunities, conduct proactive outreach to verified small business suppliers, send solicitation letters to prospective vendors, and maintain logs of all contacts and responses.
The contractor must document all small business participation monthly through the City of Phoenix Certification and Compliance System at phoenix.gob2g.com and identify a contract liaison responsible for annual SBPP submissions and required agency reporting. The document requires contractors to list currently engaged small businesses by category (subcontractors, joint venture partners, suppliers), document amounts paid during the preceding year, and forecast future small business participation opportunities using City of Phoenix and Federal databases. Supporting documentation must accompany each annual submission. No specific pricing terms, funding amounts, or set-aside percentages are specified in this template document, as it serves as a standardized compliance framework for FTA-assisted transit projects.
