About this opportunity
The State of Maine, Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Department of Inland Fisheries and Wildlife, is issuing a Request for Quotation (RFQ 09A 260225-208) for custodial services at the IF&W facility located at 16 Cobb Road, Enfield, Maine. The procurement encompasses comprehensive custodial services for approximately 2,300 square feet, performed once per week during regular business hours. Required deliverables include daily routine cleaning tasks, monthly maintenance activities, and periodic tasks scheduled throughout the year, with services detailed in Appendix B and Rider A specifications. Key qualifications include mandatory Workers' Compensation and Employer's Liability insurance, Commercial General Liability coverage of $300,000 per occurrence, Automobile Liability insurance of $300,000 per occurrence with the State named as additional insured, background checks for all personnel, and Safety Data Sheets for all chemical products used on-site. Contractors must supply all labor, equipment, supplies, supervision, and materials to professional standards and submit a detailed Disaster Recovery Plan addressing workforce reduction contingencies. The Agreement Administrator will conduct bi-weekly inspections during the first two months and monthly thereafter, with evaluation criteria including performance against detailed work schedules and frequencies, proper equipment and supply usage, and personnel compliance standards. A mandatory pre-bid facility walk-through is scheduled for Wednesday, March 4, 2026 at 10:00 a.m., with quotations due no later than 4:00 p.m. Eastern Standard Time on Tuesday, March 10, 2026. The contract term runs from April 1, 2026 through March 31, 2027, with four optional one-year renewal periods extending through March 31, 2031.
This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, with only Work Centers on the approved vendor list at bid closing eligible to submit proposals. The previous contractor, Central Maine Cleaning Inc., received an annual calculated amount of $8,400.00, establishing a reference point for anticipated contract value. Bidders must submit pricing as monthly rates for required routine tasks and per-occurrence rates for additional periodic and special tasks, with total pricing calculated over the five-year period for evaluation purposes. Subcontractors are permitted for no more than 15 percent of contract work and must provide equal insurance coverage. Background checks are required at the contractor's expense, with up to four checks during the initial period and one additional check per renewal period. Poor performance is defined as four or more negative responses during evaluations, with contract termination possible after two weeks of non-correction or upon three poor performance evaluations. Payment is rendered monthly upon submission of invoices for services rendered, with deductions applicable for work not accomplished according to specifications.
