About this opportunity
The State of Colorado, through the Colorado Department of Corrections Facility Management Services, is procuring competitive bids for the design/bid/build construction of an HVAC replacement project at the Youth Offender System (YOS) Building 7 facility located in Pueblo, Colorado (Project No. YOS1601, CMS92454). The scope of work includes field verification, selective demolition, concrete pads, roof curbs, installation of two new gas-electric air handling units, complete ductwork systems, diffusers and grills, building automation system integration via BACnet MS/TP protocol, control systems, testing and balancing, and all necessary plumbing and general construction to create a complete operational HVAC system in compliance with design drawings prepared by Schendt Engineering. Bidders must meet minimum qualifications including documented experience performing similar work in institutional or secure facilities, maintenance of a Colorado-based primary or branch office for the past five years, and completion of a minimum of three similar projects exceeding $50,000 in construction cost within the last five years. A mandatory pre-bid meeting was held on October 6, 2016, at 10:00 AM at the YOS facility; prospective bidders were required to complete site inspections and submit Consent to Search Authorization and Guest Registration by 10:00 AM on October 5, 2016. Written technical questions were due by October 10, 2016, at 5:00 PM, with a final addendum issued on October 11, 2016. Bid submissions were due by October 13, 2016, at 4:00 PM Mountain Daylight Time via email to Diana Oldemeyer. The State reserves the right to award based on best value, with preference given to proposals demonstrating substantial completion within 120 calendar days or less. Bid alternates for electrical work were available as Additive Alternate No. 1, with additive and deductive alternates being mutually exclusive.
The contract requires a minimum bid bond of 5% of the total bid amount for proposals exceeding $50,000, and all awarded contractors must provide performance and labor/material payment bonds in the full amount of the contract sum, as well as Commercial General Liability insurance with $1,000,000 per occurrence limits and Builder's Risk coverage. Contractors must comply with the Colorado public works requirement that not less than 80% of labor employed on the project consist of Colorado residents; non-compliant bidders must submit written justification with their proposals. Service-Disabled Veteran-Owned Small Business (SDVOSB) status must be disclosed if applicable, with proof of certification from the U.S. Department of Veteran Affairs Center for Veteran Enterprise required. Bidders must acknowledge receipt of all addenda and confirm examination of the bidding documents and project site prior to submission. The project will occur on an occupied facility with construction scheduled during normal business hours Monday through Friday, with the Dining Hall remaining partially operational during construction and Siemens serving as the on-site building automation system controls contractor. The estimated construction cost is $84,500, with the base bid excluding electrical work and a project completion timeline requiring substantial completion within 120 calendar days from the Notice to Proceed and final completion within 30 days thereafter, with timely completion designated as an essential condition subject to liquidated damages for failure to meet established deadlines.
