About this opportunity

The City of Tarpon Springs, located in Pinellas County, Florida, is soliciting bids for the Craig Park Seawall - Phase 1 project (Bid No. 260015-B-JL), a comprehensive infrastructure improvement initiative designed to protect Craig Park from tidal flooding. The procurement involves replacing approximately 3,300 linear feet of existing seawall, raising the waterfront elevation to 5.0 feet above mean sea level, reconstructing sidewalks, replacing the existing observation deck, and installing drainage infrastructure including inlets, pipes, and stormwater check valves. Sealed electronic bids are due by 3:00 p.m. on January 23, 2026, through the Bonfire procurement platform, with a mandatory non-mandatory site visit scheduled for December 29, 2025, at 10:00 AM at Craig Park. Contractors must submit a 5% bid guarantee and, if awarded, provide Performance and Payment Bonds each equal to 100% of the estimated contract price. The project requires substantial completion within 270 calendar days, with liquidated damages established at $471 per calendar day, and bidders will be evaluated based on lowest responsible and responsive bid, considering past performance, financial ability, and capability to complete work within the specified timeframe.

The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises, though federal requirements mandate compliance with equal employment opportunity provisions and Section 3 worker hiring guidelines. The project is substantially funded by a $2 million federal grant secured through former Representative Gus Bilirakis, which covers the waterfront adjacent to Craig Park from the boat ramp to the observation deck. Contractors must comply with numerous federal requirements, including Davis-Bacon wage standards, Build America, Buy America Act provisions, E-Verify employment verification, and federal procurement regulations. Insurance requirements include comprehensive general liability ($1,000,000 per occurrence), workers' compensation coverage, and automobile liability insurance ($1,000,000 per occurrence), with the City named as additional insured on all policies. While a specific project budget is not disclosed, the substantial federal grant and comprehensive scope suggest a significant investment in infrastructure improvement. The project represents the first phase of a multi-phase effort, with the remaining waterfront on the north side of Spring Bayou to be completed in a subsequent phase.

Opportunity text

• Project purpose: To protect Craig Park from tidal flooding by raising the elevation all around the perimeter of the park. • Existing conditions: o The existing sidewalk and seawall are failing in parts around the permitter of Craig Park. Failing sidewalk sections have undergone "patch" repairs over the past few years, but they have intermittently and frequently been closed to pedestrians for safety reasons. o In most places the sidewalk sits at approximately +/- 2.0 feet above mean sea level. o The existing observation deck (the dock on the east side of Spring Bayou) sits at approximately 3.0 feet above mean sea level and is supported by a shallow sea wall. It is structurally failing and is at risk of eventual collapse. o A $2M grant from the Federal Government (secured through efforts of former Representative Gus Bilirakis) is being used to cover a significant portion of the cost of the project. The grant covers only the waterfront adjacent to Craig Park from the boat ramp to and including the observation deck. The remaining waterfront on the north side of Spring Bayou will be completed as a later second phase. • Implementation: The project goal will be accomplished by the following: o Replacement of most of the seawall with a new seawall at a higher target elevation (5.0 feet or more above sea level) o Replacement of the existing sidewalk at the new elevation. o Replacement of the existing observation deck at the new elevation. o Addition of a short grassy berm (less than 2-feet above grade) around the western side of the park at the new elevation. o Replacement of seawall cap along the western side of the park (no seawall replacement is necessary in that portion of the project). o Protection of the War Memorial including additional drainage o Addition of drainage inlets, pipes, and stormwater check valves to prevent tidal influx throughout the park. o Other various repairs as needed o No changes are proposed to the boat ramp or the boat ramp parking area at this time. • Special note about the schedule: The project is expected to be complete well before January 6, 2027. However, in the event that construction duration extends up to or beyond January 6, 2027, the contractor must make provisions to accommodate the annual Greek Epiphany Celebration on that date with unrestricted access to the eastern section of Spring Bayou (east of and including the War Memorial) and all of the surrounding platforms and sidewalks.
