About this file

This is a Contractor Initials Acknowledgment form for the City of Tarpon Springs, Florida, related to federal infrastructure projects. The document requires contractors bidding on federally funded projects to initial and acknowledge receipt of, and agreement to comply with, eight specific regulatory and compliance requirements prior to contract award. These requirements include Davis-Bacon Wage Determinations and Employee Rights posters (in English and Spanish) to be posted at worksites, adherence to Davis-Bacon and Labor Standards guidelines, submission of weekly certified payroll reports to City staff, permission for City staff to conduct weekly, biweekly, or monthly interviews with laborers to ensure compliance with wage determinations, and compliance with the Build America, Buy America Act requirements under the Infrastructure Investment and Jobs Act mandating that all iron, steel, manufactured products, and construction materials be produced in the United States.

The form additionally requires contractors to agree to hire Section 3 Workers or Targeted Workers when applicable and to maintain comprehensive documentation including labor hour records, lists of hired workers with personal information and employment status, and calculations of Section 3 worker percentages relative to total labor hours. The document is directly relevant to the Craig Park Seawall Phase 1 project in Tarpon Springs, which is partially funded by a $2 million federal grant from the federal government. The form must be signed by the contractor representative, the City of Tarpon Springs Procurement Director, and the City of Tarpon Springs Grant Project Specialist, establishing mutual acknowledgment and agreement to all stated compliance requirements before contract execution.
