About this opportunity

The Texas Health and Human Services Commission is requesting bids for climate-controlled and non-climate-controlled storage and warehouse logistics services in San Antonio under IFB HHS0016767v3, with questions due September 28, 2026, and bids due October 13, 2026, at 10:30 a.m. Central Time. A Historically Underutilized Business (HUB) Subcontracting Plan with a 26% VetHUB utilization goal is mandatory for all respondents.

The scope comprises a minimum 10,000 square feet of climate-controlled storage maintained between 59–86 degrees Fahrenheit and a minimum 25,000 square feet of non-climate-controlled storage for medical supplies, pharmaceuticals, and emergency response materials used by the Department of State Health Services. The contractor must provide receiving, storing, picking, packing, and shipping services; transportation for inventory deployment during public health emergencies or DSHS-designated events; and material handling using hand pallet jacks, hand trucks, and forklifts with operators. The facility must be located within Bexar County, include five or more loading docks, and operate 24 hours. Comprehensive insurance is required: workers' compensation ($1 million per occurrence), commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million), professional liability ($1 million), and umbrella liability ($1 million). Pricing must be submitted on a firm fixed-price basis incorporating all labor, equipment, materials, and supplies; the historical monetary value for similar services from June 1, 2021, through July 31, 2026, was $3,797,043.41.

The initial contract term runs from November 29, 2026, through August 31, 2027, with three optional one-year renewals through August 31, 2030, and one additional extension option of up to one year. Price adjustments during renewals may be permitted using Consumer Price Index formulas or based on federal minimum wage increases, subject to HHSC approval. Respondents must submit Exhibits A (HHS Solicitation Affirmations), C (Pricing Sheet), D (Bidder Reference and Contractor Qualifications Form), and G (HUB Subcontracting Plan), plus Pest Control, Disaster Recovery, and Business Continuity plans and financial capability evidence. Award is contingent on HHSC Executive Commissioner approval; HHSC reserves the right to make single or multiple awards based on best value.
