About this opportunity

The City of Phoenix is soliciting electronic offers for cooling tower water treatment services under IFB 27-FMD-013, with offers due July 29, 2026 at 11:00 a.m., a pre-offer conference on July 15, 2026 at 1:00 p.m. via Microsoft Teams, and written inquiries due July 20, 2026 at 11:00 a.m. The contract commences on or about October 1, 2026 and runs three years with two one-year renewal options exercisable at the City's sole discretion.

The scope encompasses full-service water treatment—including all chemicals, testing, and maintenance—for chilled water, heating hot water, and condenser water loops across multiple City-owned facilities in Group A (Public Works and Water Services locations) and Group B (Phoenix Convention Center locations). Deliverables include weekly electronically generated service reports with water testing results, minimum weekly on-site service visits, monthly testing on chilled and closed water loops, semi-annual cooling tower cleaning, bore scope inspection with photographic documentation, annual efficiency monitoring reports, and comprehensive chemical testing programs with written procedures. Closed systems must utilize non-chromate protective film-forming treatment; excessive tower scale accumulations require remediation within 48 hours of discovery.

Offerors must demonstrate five years of operational history, three years of experience with MIOX generating systems, ISO 9001 certification for product manufacturing and analytical services, and current safety training certifications in chemical handling. Required qualifications include an ACS-certified laboratory capable of analytical services at no additional cost to the City, non-chromate chemicals compliant with Phoenix Sanitary Sewer System regulations, and biocides registered with the State of Arizona. Pricing proposals must be firm and fixed for 180 calendar days from solicitation opening on a per-unit basis.

The City will conduct contract monitoring and assess 20 percent monthly credits per system if performance specifications are not met; systems out of control for more than 60 days may result in contract termination. Award will be made to the lowest responsive and responsible offeror. Upon notification of recommended award, the contractor must submit complete certificates of insurance within 14 calendar days. Contractors must submit documentation through the City of Phoenix Certification and Compliance System, including annual Small Business Participation Plans and monthly statements of small business utilization.
