About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for on-road and off-road ultra-low sulfur diesel supply and delivery to state agencies across six geographic districts, with bids due September 18, 2026 at 10:00 a.m. Eastern Time. Questions must be submitted by September 11, 2026.
The contract covers supply and delivery to 129 fuel distribution points statewide, including generator locations and fuel depots serving the Department of Corrections, Department of Natural and Cultural Resources, Department of Environmental Services, Department of Health and Human Services, Department of Military Affairs and Veterans Services, Department of Safety, and other state agencies. Estimated annual consumption across all locations is approximately 238,090 gallons, with individual site usage ranging from 30 to 58,000 gallons annually. Tank configurations vary from 62-gallon to 10,000-gallon capacity, stored above or below ground. Vendors must be capable of delivering fuel within 48 hours of order receipt, seven days a week including holidays.
Fuel must meet specified product standards: cetane number minimum 42.0, thermal stability requirements, and lubricity standards. Winter deliveries require cloud point protection ranging from +8.0°F to -5.0°F depending on season. Pricing is index-based using OPIS "Oil Price Daily" (Portland, New Hampshire Low) as the primary pricing source, with Portland, Maine Low as secondary. Bidders must submit a fixed markup per gallon for each product category and delivery region, firm for the contract term and any extensions. Markups must include all taxes, fees, delivery costs, and other charges; special surcharges are prohibited.
The contract term runs from Governor and Executive Council approval through November 1, 2028 (approximately two years), with an option for extension up to three additional years under the same terms, conditions, and pricing upon mutual agreement and executive approval. Vendors must carry comprehensive general liability insurance of not less than $1 million per occurrence and $2 million aggregate, maintain current New Hampshire vendor registration, and comply with workers' compensation requirements. Payment is via ACH or procurement card within 30 days of invoice receipt or delivery acceptance, whichever is later. The state reserves the right to add or delete delivery locations and to award to one or multiple vendors based on lowest total cost per district.
