About this file

This addendum to Bid Invitation 3155-27 is issued by the State of New Hampshire, Division of Procurement and Support Services, and addresses clarifications for an on and off-road ultra-low sulfur diesel supply and delivery contract. The solicitation covers fuel supply to state agencies across six geographic districts, serving approximately 129 fuel distribution points with an estimated annual consumption of 238,090 gallons. Bidders may respond to selected districts rather than all districts, but must be capable of servicing all locations within any awarded district and must service all tanks at those locations. The bid closing date is September 18, 2026 at 10:00 a.m. Eastern Time, with questions due by September 11, 2026. The contract term commences upon Governor and Executive Council approval and runs through November 1, 2028 (approximately two years), with optional extension up to three additional years under mutually agreed terms.

Vendors must submit fixed markup pricing per gallon for each product category and delivery region, with all charges including taxes, fees, and delivery costs built into the bid price; no additional surcharges of any kind are permitted. The pricing is index-based using OPIS "Oil Price Daily" (Portland, New Hampshire Low) as the primary source. Bidders are not required to disclose tax information separately in invoices, as all taxes must be incorporated into the base bid. The state reserves the right to award to one or multiple vendors per district based on lowest total cost and may add or delete delivery locations throughout the contract term. Vendors must maintain comprehensive general liability insurance of at least $1 million per occurrence and $2 million aggregate, current New Hampshire vendor registration, and workers' compensation coverage. Payment will be made via ACH or procurement card within 30 days of invoice receipt or delivery acceptance, whichever is later.
