The bid closing date is September 18, 2026, at 10:00 AM Eastern Time, with the last day for questions set at September 11, 2026. The contract term shall commence upon approval of the Governor and Executive Council and run through November 1, 2028, approximately two years, with an option for extension up to an additional three years under the same terms, conditions, and pricing structure upon mutual agreement and executive approval. Bidders must submit a fixed markup per gallon for each product category and delivery region that remains firm for the entire contract term and any extensions. The markup must include all taxes, fees, delivery costs, and other charges, with special charges or fuel surcharges prohibited. Estimated usage quantities are provided for informational purposes only and do not represent minimum or guaranteed amounts. Payment shall be made via ACH or Procurement Card within 30 days of invoice receipt or delivery acceptance, whichever is later.
