About this opportunity

Washington County, Oregon, is seeking a contractor to provide consultation and technical assistance for accessing Title IV-E federal funding through a Letter of Interest (LOI) numbered 2023.100-LOI. The primary objective is to help the county file Title IV-E Maintenance Claims to generate quarterly federal reimbursements for existing services performed by county staff. The contractor will be responsible for defining reimbursable activities, implementing a time-keeping system, preparing administrative claims, processing eligibility packets, and entering placement data. Key deliverables include creating a systematic approach to maximize federal funding recovery for juvenile offender-client services. The solicitation was released on June 12, 2023, with a deadline for questions on June 20, 2023, and a final response deadline of June 23, 2023, at 5:00 pm. The evaluation will likely focus on the vendor's ability to successfully navigate federal funding claims processes and demonstrate expertise in Title IV-E reimbursement strategies.

The contract does not specify specific set-aside designations or restrictions on responding organizations. The compensation structure is performance-based, with the contractor receiving 15% of Title IV-E Administrative claims, 15% of Maintenance claims, and 5% for OR-Kids placement data entry. The contractor will not charge for travel, training, or audit services and will only invoice after the county receives reimbursements from the Oregon Department of Human Services. The contractor must also agree to support documentation during potential audits and will be responsible for repaying fees associated with any disallowed reimbursements. While a specific budget range is not explicitly stated, the compensation is directly tied to the reimbursements generated, creating a financial incentive for successful claim processing. The solicitation includes a vendor questionnaire requiring respondents to confirm interest, provide electronic submittal, share contact information, certify credentials, and disclose any recent employment with Washington County.
