About this opportunity

The City of Fayetteville, Georgia is requesting proposals from qualified engineering firms to conduct a pavement condition survey of approximately 100 miles of paved roads under RFP PS410-02, with proposals due June 7, 2022 at 2:00 p.m. and questions due May 24, 2022 at 5:00 p.m.

The scope requires visual evaluation and data collection at centerline break points per FHWA Publication No. FHWA-RD-03-031 standards, with classification of pavement distress types including fatigue cracking, block cracking, reflection cracking, transverse cracking, patching, potholes, rutting, shoving, and raveling. Deliverables include identification of maintenance needs, cost estimates, pavement condition ratings for each road segment, summary tables and priority listings, technical reports with recommendations, and a shapefile containing collected data and preservation activity recommendations. The City conducted its last pavement condition survey in 2017. Addendum No. 1 clarifies that the Georgia Department of Transportation's CoPACES system is acceptable as an alternative evaluating tool to FHWA-RD-03-031. Addendum No. 2, issued May 27, 2022, attached the 2017 rating project to assist proposal preparation. All proposals must acknowledge receipt of both addenda or be rejected.

Evaluation criteria are weighted as follows: Professional Qualification of Project Manager and Firm (15 points), Project Approach and Related Experience (30 points), Specialized Experience and Technical Competence (30 points), Demonstrated Success and Past Performance (15 points), and Overall Project Cost (10 points). The City reserves the right to conduct reference checks, require interviews or oral presentations, request best and final offers, and reject any or all proposals. All proposals must remain valid for 90 days following submission. The contract requires compliance with Georgia Security and Immigration Act provisions and workers' compensation requirements. No contract term, budget ceiling, or pricing information is specified. The RFP was awarded July 21, 2022 to MDS Technologies.
