Barry, Jr. Building, located at 441 4th Street NW, Washington, DC 20001. The project scope encompasses approximately 422 square feet of construction work on the sixth floor, including selective demolition, interior partitioning, resilient and carpet flooring installation, ceiling systems with acoustic treatments, gypsum board wall finishes, door and hardware installation with security access controls, mechanical systems featuring HVAC with variable air volume terminal units, complete electrical systems with lighting and power distribution, telecommunications cabling (Category 6A copper cabling in conduit), fire alarm systems, and specialized radiofrequency and electromagnetic shielding to create a secured conference room enclosure. The contractor must provide all labor, materials, equipment, and supervision necessary for project completion in accordance with the attached drawings and specifications, which incorporate compliance with the 2017 District of Columbia Building Code and industry standards including ASHRAE, NFPA, IEEE, TIA, BICSI, and SMACNA guidelines. Required qualifications include the ability to meet Davis-Bacon prevailing wage requirements, the Living Wage Act minimum of $17.50 per hour (increasing to $17.95 per hour July 1, 2025), and First Source Employment Agreement requirements mandating 51 percent District resident hiring. A mandatory pre-bid conference and site visit is scheduled for March 2, 2026, at 10:00 AM, with written questions due by March 4, 2026, at 4:00 PM, and bids due by March 16, 2026, at 12:00 PM, with opening at 3:30 PM the same day. The contract term extends from Notice to Proceed through a Substantial Completion Date of June 1, 2026, and Final Completion Date of June 30, 2026, with liquidated damages of $500 per day assessed for failure to meet the Substantial Completion Date. Evaluation will be based on the lowest evaluated responsive and responsible bid price, with contractors required to submit detailed price breakdowns organized by MasterFormat construction divisions, a 5 percent bid bond or cashier's check guarantee, and evidence of ability to furnish Performance and Payment Bonds equal to 100 percent of the contract amount.
This procurement is subject to mandatory subcontracting requirements establishing a 35 percent minimum allocation of contract work to Small Business Enterprises (SBEs) or Certified Business Enterprises (CBEs), with enhanced credit multipliers of 1.10x for resident-owned businesses and 1.25x for disadvantaged businesses available under D.C. Law 24-39. Certified Business Enterprise preferences apply with bid reductions ranging from 2 percent to 12 percent depending on certification type, with a maximum preference cap of 12 percent. Bidders must comply with comprehensive procurement compliance requirements including submission of an SBE Subcontracting Plan identifying all subcontractors at every tier, a First Source Employment Agreement with a Revised Employment Plan detailing hiring strategies and community outreach partnerships, a Bidder/Offeror's Certification Form disclosing all current and former principals and attesting to non-suspension or debarment status, a Tax Affidavit confirming compliance with District tax obligations, an Equal Employment Opportunity Statement, a Campaign Finance Reform Contractor Self-Certification Form disclosing all political contributions since November 9, 2022, and a Bid Guaranty Certification. The contract is subject to the Buy American Act requiring domestic construction materials except where specifically waived, and comprehensive insurance requirements include Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000, and Workers' Compensation insurance. Based on the detailed price breakdown provided, the estimated project budget is approximately $287,500, though the final contract value will be determined by the lowest responsive and responsible bid received.
