The City will provide all vehicles and equipment (including two 2024 Peterbilt 220 box trucks, pallet jacks, refrigerated storage, X-ray and ETD screening machines), with full ownership reverting to the City at contract conclusion. The operator must comply with Airport Security Program requirements, TSA standards, and comprehensive liquidated damages provisions ranging from $100 to $500 per occurrence for operational failures.

The contract commences July 1, 2027, with an initial seven-year base term and one optional one-year extension at the City's sole discretion exercisable with 180 days' written notice.
Required insurance includes commercial general liability ($5 million per occurrence), business auto ($10 million combined single limit), warehouse operators legal liability, motor truck cargo coverage, business personal property, cyber risk liability ($2 million per claim), workers compensation, and a performance bond or letter of credit ($400,000).
