About this file

This is a request for proposal evaluation scoresheet for the Salt Lake City Department of Airports soliciting a Concessionaire & Tenant Central Receiving and Distribution Center (CRDC) operator at Salt Lake City International Airport (Solicitation #SLCAIR26011). The City seeks a qualified firm to provide CRDC operator services, which include managing and operating a central receiving and distribution facility that serves multiple airport tenants including retail, food and beverage, duty-free, and general airport concessionaires. Respondents must demonstrate a minimum of three years of successful, continuous, and recent experience operating and managing a CRDC in an airport environment of comparable size or larger complexity to Salt Lake City International Airport.

The evaluation scoresheet establishes a 500-point technical scoring system with five primary criteria: Experience and Financial Stability (125 points, 25% weight), Management and Operation Plan (100 points, 20% weight), Manager and Staffing (100 points, 20% weight), Management Fee and Related Costs (125 points, 25% weight), and Innovation (50 points, 10% weight). Mandatory requirements include submission of the past three years of reviewed financial statements prepared in accordance with generally accepted accounting principles with an independent CPA statement, demonstration of financial responsibility and good standing with prior City agreements, ability to obtain bonding, and qualification and licensure to conduct business in Utah. Scoring uses a 0-5 scale, with 0 representing failure to address requirements and 5 representing proposals that exceed all RFP requirements.
