About this opportunity
Hillsborough County Public Schools (HCPS) has issued a Request for Information (RFI) seeking comprehensive assessment platform solutions for its large-scale K-12 district implementation. The district currently serves 242 school sites and over 200,000 students, with 3,154 total tests including 1,471 secure tests and 2,104 school-created and 2,296 teacher-created assessments. The desired platform must support online and paper testing, incorporate technology-based item types, provide accommodations like text-to-speech, and enable test exportation to PDF and Word formats. Critical requirements include alignment with Florida B.E.S.T. standards, ability to link test items to standards, and full compatibility with the district's existing FOCUS Student Information System. The RFI was posted on January 12, 2026, with questions due by January 19, 2026, at 4:00 p.m., and responses required by January 26, 2026, at 4:00 p.m. This RFI is purely informational and will not result in a direct contract award, but will be used to inform future Request for Proposal (RFP) development.
The RFI does not specify specific set-aside designations or restrictions on responding organizations. The current incumbent testing platform is School City by Renaissance, which the district seeks to transition from to a more comprehensive solution. HCPS operates with an approximately $3 billion annual budget and currently allocates around $1 million for assessment platform management. The district is particularly interested in vendors with existing contracts supporting large Florida school districts, demonstrated capacity to serve organizations exceeding 200,000 students, and proven expertise in extracting and transferring large volumes of test items from legacy platforms. Respondents are encouraged to provide information about cost-effective software solutions, potential implementation risks and mitigation strategies, innovative approaches used by similarly sized districts, implementation timelines, and additional context that could help HCPS achieve its assessment platform goals. While no specific budget range is listed, the current annual spend suggests a significant investment potential for the right technological solution.
