About this opportunity

Broward County's Office of Emergency Management, in conjunction with various other Broward County agencies, is seeking a vendor to design and conduct a Complex Coordinated Terrorist Attack (CCTA) Full Scale Exercise (FSE) as a fixed-price, definite quantity contract. The exercise will be an eight-hour event scheduled for October 2026, involving two locations: a soft target site (potentially Sawgrass Mills Mall or Amerant Bank Arena) and a Family Assistance Center in Sunrise, Florida. The vendor must provide a complete turnkey Homeland Security Exercise and Evaluation Program (HSEEP)-compliant exercise including realistic scenario materials, three mock improvised explosive devices, full-body mock dummies, mock body parts, moulage application for fifty actors with detailed scripts, and comprehensive exercise documentation encompassing the Exercise Plan, Controller/Evaluator Handbook, Exercise Evaluation Guides, Master Scenario Events List, and a professional After-Action Report with Improvement Plan and presentation. The vendor must staff the exercise with exercise controllers, evaluators, logistics personnel, and moulage specialists; conduct venue setup and teardown; facilitate all planning meetings; provide participant care and hydration for a minimum of five hundred individuals; and develop and manage a registration website. Minimum required qualifications include possession of a Federal Emergency Management Agency (FEMA) Advanced Professional Series (APS) Certificate and HSEEP Class Certification, with demonstrated experience executing at least three large HSEEP-compliant Full Scale Exercise CCTA or terrorism scenario-based exercises within the preceding six years. The vendor must perform one hundred percent of work without subcontracting or outsourcing. Solicitation questions must be submitted through the BPRO electronic portal by the specified questions due date, with the County responding through the BPRO Messages section. All solicitation responses must be submitted electronically through BPRO by the February 17, 2026 closing date and time, and vendors are encouraged to submit all available documentation, including optional items, to enable comprehensive and timely evaluation. Award will be made to the lowest responsive, responsible bidder on a total bid price basis.

Broward County offers Small Business Enterprise (SBE) and County Business Enterprise (CBE) procurement preferences, whereby certified SBEs or CBEs submitting responsive and responsible bids within ten percent of the lowest non-certified bid may match that lowest bid and receive award recommendation. Vendor certification must be current at the time of solicitation opening, with verification through the Broward County Office of Economic and Small Business Development (OESBD) Certified Firm Directory. Vendors claiming local business status must demonstrate continuous maintenance of a physical business address within Broward County for at least one year preceding the bid posting date and submit a Broward County local business tax receipt as supporting documentation. All vendors must comply with multiple compliance requirements, including submission of an Anti-Human Trafficking Affidavit, Litigation History Disclosure Form, Domestic Partnership Act Certification (for contracts valued over $100,000), Vendor Questionnaire, Location Certification, security background screening requirements, and proof of insurance with specified minimum coverage limits including Commercial General Liability, Business Automobile Liability, Workers' Compensation, and Excess Liability/Umbrella Insurance, with Broward County named as an Additional Insured. Vendors must also comply with the Cone of Silence Ordinance restricting communications regarding the competitive solicitation and adhere to all applicable federal, state, and local laws including E-Verify requirements and prevailing wage obligations where applicable. No incumbent vendors or existing technology integration requirements are identified in the solicitation documents. The solicitation does not specify a budget or award value range, and the County reserves the right to award on a group or item-by-item basis if deemed in the County's best interest, with the option to order up to an additional twenty percent of originally specified quantities within one year of the award date at the same prices, terms, and conditions.
